There is often a significant amount of education required to explain the benefits of the model, to build trust, and to overcome the natural inertia of the status quo. This is a major restraint on the sales process, as it requires a much more consultative and educational approach than a simple product sale. The lack of a single, standardized definition of what "Energy as a Service" actually includes can further add to this confusion, as the term is used by different vendors to describe a wide range of different offerings.

The third, and increasingly critical, restraint revolves around the complexities of the regulatory environment and the limitations of the existing electricity grid infrastructure. The EaaS market, particularly the components that involve on-site generation and interaction with the grid, is heavily influenced by a complex and often-changing patchwork of local and national regulations. The rules and tariffs governing how a customer can interconnect their solar panels to the grid, how they are compensated for any excess energy they export, and how they can participate in demand response programs can vary dramatically from one utility territory to another. This regulatory fragmentation is a major restraint that can make it difficult for EaaS providers to offer a standardized solution across a wide geographic area. Furthermore, in some areas, the physical limitations of the local electricity distribution grid can be a restraint, with the grid being unable to accommodate a high penetration of distributed energy resources, which can limit the potential for new on-site generation projects.
